Gabrys recasts the smart city as a problem of environmentality: governance is distributed through computational environments rather than simply imposed upon subjects from outside. Sensors, interfaces, infrastructures and feedback systems become material arrangements through which citizenship is programmed, while the city is rendered as a dataset open to monitoring and manipulation. The theoretical contribution lies in revising Foucauldian environmentality for computational urbanism, shifting attention from the production of governable individuals to the spatial-material distribution of power across technical environments and ways of life. Methodologically, the paper operates through a close critical reconstruction of the Connected Sustainable Cities proposal developed by MIT and Cisco, treating design discourse as evidence of a political ontology embedded in technical systems. Its wider bridge is to critical urban theory, media studies and STS: the smart city is neither merely technological nor representational, but an infrastructural arrangement in which sensing redistributes agency, visibility and responsibility.
