An open system that admits everything indiscriminately does not process information well; it drowns in it, because processing requires a boundary capable of distinguishing what is relevant from what is noise, and a boundary that lets everything through indiscriminately has stopped performing that function at all. Operational closure names the paradox directly: a system needs a boundary closed enough to filter and structure what crosses it, precisely in order to remain genuinely open to meaningful difference rather than overwhelmed by undifferentiated input. Total openness and functional openness are not the same thing, and confusing them produces systems — institutions, editorial processes, curricula — that mistake permissiveness for receptivity.
